About the Role
The Monash Health CAMHS and Schools Early Action (CASEA) Program is a joint initiative of Early in Life Mental Health Service (ELMHS), the Department of Health, Department of Early Education and Childhood Development (DEECD) and Catholic Education Office of Melbourne (CEOM). Designed as an early intervention program, the CASEA program is conducted in school settings with children identified as being at risk of developing serious behaviour problems including Conduct Disorder. The focus of the program is to up skill teachers in child and parenting group programs that they will deliver in partnership with CASEA staff. The key components of the role include:
- Provision of group interventions to children and parents identified in collaboration with education staff and 4working in collaboration with education staff to deliver these interventions
- The identification and assessment of children and parents for suitability for group interventions, undertaken in collaboration with education staff.
- Provision of therapeutic support to the ‘system’ around the young person in a collaborative and reflective partnership with other involved agencies.
- Primary and Secondary Consultation
- Education and Training to education staff
- Facilitation and coordination of appropriate referrals following assessment to relevant mental health service providers (primary care, public or private mental health service sector), where CASEA group interventions are deemed inappropriate.
- Working collaboratively as a member of the CASEA multidisciplinary team and sharing team duties
Key Result Areas
The CASEA clinician will work across three large and quite different service systems – Early in Life Mental Health Service, Department of Education and Early Childhood Development (DEECD) and the Catholic Education Office Melbourne. It is an expectation that the role will also promote good working relationships and a greater understanding between the three agencies. The CASEA clinician will participate in the implementation of established and the development of further appropriate qualitative measures of satisfaction to establish outcomes in the following areas:
- Improve the social and behavioural functioning, the emotional regulation and educational engagement of identified DEECD/ CEOM students
- Improve the understanding and responsiveness of staff in DEECD/ CEOM to mental illness
- Improve the understanding and responsiveness of staff in mental health services to the needs of young people with social, emotional and behavioural difficulties in a school setting.
It is recognised that care coordination is not a core component of the CASEA intervention model, but that a capacity for a CASEA clinician to flexibly provide a care coordination service, if required, is essential.
Although the role will be based primarily at one ELMHS location, the majority of the CASEA work is expected to be conducted in school settings. The successful candidate will be employed by Monash Health Early in Life Mental Health Service and therefore may be required to travel to, and work from, all Monash Health sites or teams as directed. While the service operates within standard business hours (8am-6pm), there will be occasions where education sessions may extend beyond these timeframes (earlier or later). Therefore the incumbent will need to have some capacity to be flexible around start and finish times. The CASEA Team Manager and Consultant Psychiatrist are responsible for the general clinical governance of the CASEA team, whilst the Community Mental Health Service Manager will provide overall clinical and operational governance to the team in partnership with Unit Heads. As such, the CASEA Clinician is accountable to these lead positions, in their respective areas of clinical or operational activities.
Responsibilities Include:
- Displays courtesy and professionalism, is consumer focused and able to work collaboratively with consumers, their significant others and consumer and carer consultants
- Adheres to discipline specific guidelines of professional practice e.g. professional ethics, relevant legislation and codes of conduct
- Adheres to the Mental Health Act 1986 and other Acts/ legislation relevant to working with young people in a mental health setting
- Is aware of, and knowledgeable of, relevant documentation related to the Mental Health Services and other specific initiatives including strategic directions (E.g. National Standards for Mental Health Services, Health Outcomes, Treatment Plans)
- Adheres to all global and local Monash Health Policies and Procedures/ Protocols and Guidelines
- Adheres to ACHS documentation requirements and the relevant Protocol and Guideline requirements
- Maintains current knowledge through access to current literature, continuing education programs, seminars and conferences
- Attends team meetings, departmental staff meetings, discipline meetings and meetings of relevant specialised programs
- Identifies own personal values, attitudes and biases and is able to describe the way they may affect client relationships
- Receives regular supervision and provides supervision (as required)
- Undertakes staff development activities – participating in an annual Performance Enhancement Cycle
- Demonstrates an ability to work independently and effectively within a multidisciplinary team, with evidence of sound conflict resolution skills
- Demonstrates well developed interpersonal and communication skills (written and verbal)
- Participates in policy and service development within the program and in continuous quality improvement through ongoing evaluation of services delivered to clients
- Seeks to address conflict in a professional, problem solving manner and maintains confidentiality over interpersonal issues
- Exercises independent professional judgment when problems arise and refers appropriately to their Team Manager, Consultant Psychiatrist or Community Mental Health Service Manager
About You
Qualifications/registrations/licences (italics indicate desirable):
Occupational Therapy:
- Bachelor of Occupational Therapist or Bachelor of Applied Science (Occupational Therapy) or equivalent
- Current general registration with the Australian Health Practitioner Regulation Agency (AHPRA) – Occupational Therapy, with no restrictions.
Social Work:
- Bachelor of Social Work or Masters Social Work Qualifying OR Master of Social Work, OR equivalent as assessed and approved by the Australian Association of Social Workers (AASW)
- Eligible for ordinary membership of AASW (http://www.aasw.asn.au/)
- Written evidence of eligibility for AASW membership for overseas qualifications is required
- Accredited Social Worker and/or Accredited Mental Health Social Worker: As approved by the AASW
Speech Pathology:
- Successfully completed an accredited Australian entry level speech pathology qualification or successfully completed an Overseas Qualification Assessment with Speech Pathology Australia within the previous two years
- Eligible for membership as a Certified Practising Speech Pathologist (CPSP) with Speech Pathology Australia
- Further study or development of neurodevelopmental assessment and support desired
Nursing:
- Registered with Nursing and Midwifery Board of Australia via AHPRA
- Minimum Post graduate Diploma in Mental Health nursing or specialist undergraduate psychiatric nursing program or specialist post basic course which led to registration as a Division 3 Nurse.
- Relevant experience demonstrating the appropriate competencies and skills
- Current and satisfactory Police Check (must comply with Aged Care Act 1997 Accountability Amendment Principles 2012 if working in Aged Care settings)
- Current and satisfactory Working With Children Check as per Working with Children Act 2005 c
- Has at least 3 years full time equivalent mental health post graduate qualification experience in mental health nursing.
Psychology:
- Current full general registration as a psychologist with the Australian Health Professionals Regulation Authority (AHPRA)
- Refer to Appendix C for discipline specific requirements for Grade 2 Psychologists.
