About the Role
The Senior Digital Business Analyst, reporting to the Senior Manager – Portfolio Planning within the Program Management Office (PMO) of the Digital and Information Division, will lead the review and analysis of the organisation’s business objectives, services, processes and information needs to identify changes that lead to business improvements. This role has a high-level of autonomy and is fully accountable for:

consulting with relevant stakeholders to design proposals, business cases and solutions,
-
the elicitation of business requirements and design of customer services that meet the agreed requirements of quality, deliverables, and outcomes, and
-
referring to the business lead, project manager or appropriate governance forums any decisions that require:
-
significant deviation from project outcomes or timeframes,
-
are likely to escalate or create substantial or contentious precedent,
-
require a high administrative or financial delegation, or submission to a higher level of management.
To be successful in this position, you should have a strong combination of skills in technology, healthcare expertise, effective communication, stakeholder management, leadership, problem-solving, decision-making, and negotiation. The goal is to deliver integrated solutions that provide significant value to clinical and non-clinical services, improving overall operational performance and contributing to better healthcare outcomes. Through collaboration with various stakeholders, the Business Analyst plays a critical role in ensuring that the digital initiatives meet the evolving needs of the healthcare environment.
Responsibilities include:

Stakeholder Engagement and Communication
-
Initiate, influence, and maintain relationships with internal and external stakeholders; facilitate effective communication and foster relationships across Digital projects.
-
Collaborate with stakeholders to identify how changing business requirements may be delivered with existing solutions.
-
Communicate technical information clearly to both technical and non-technical audiences.
-
Work closely with development teams, project managers and other stakeholders to ensure successful project delivery.
-
Facilitate workshops and meetings to gather input and ensure alignment.
-
Act as a liaison between business stakeholders and technical teams.
-
Manage relationships with key internal including senior leadership and business units ensuring alignment on project selection and prioritisation, objectives, timelines, and expectations.

Maintain effective communication with stakeholders to provide progress updates, manage risks, and escalate issues when required during the ideation and initiation phases of a project.
Project Delivery:
-
Manage the initiation of digital initiatives within the portfolio, ensuring feasibility, resourcing, and scope are clearly defined prior to implementation.

Lead and mentor business analysts ensuring adherence to governance, processes, and standards.
-
Enhance business systems by providing accurate information about business needs and priorities.
-
Analyse and consolidate information to develop business cases to support achievement of business objectives.
-
Work on business cases for projects ensuring feasibility, resourcing, and scope are clearly defined prior to implementation.
-
Ensure business analysis deliverables are completed on schedule, within budget, and meet quality expectations.

Work with IT teams to advocate for the delivery of services that are responsive to business needs and improve our information systems and management practices.

Escalate issues, keep informed, advice, inspire and motivate team, provide direction.
Resource and Capacity Management:
-
Partner with resource managers, delivery leads and financial analyst to align portfolio plans with funding and talent availability.

Attend regular resource planning meetings, working with project managers to review capacity needs and adjust staffing, as necessary.

Requirements Gathering and Analysis
-
Work collaboratively with stakeholders and SMEs to accurately capture business and technical requirements, identifying areas for improvement and recommending solutions.
-
Use data analysis to support and validate requirements gathering and solution development.
-
Document and analyse business processes to identify areas for improvement and potential solutions.
-
Lead and ensure Business Process Modelling activities comply with Monash Health standards and notation.
-
Undertake impact analysis on clinical and non-clinical workflow design options and trade-offs; make recommendations and assess/manage associated risks.
-
Translate business and functional requirements into technical specifications.
-
Work with informatics and subject matter experts (SMEs) to understand and document technical specifications for integration.
-
Collaborate with the technical team to ensure they understand the requirements.
-
Attend clinical workshops with operational stakeholders to determine and document workflows supported by IT systems, from time to time the BA may need to lead the clinical workshops.

Lead non-clinical workshops with operational stakeholders to determine and document workflows supported by IT system.
-
Extract data reports and review information to identify trends, system pain points and opportunities for business improvement across the business.
Solution Design and Implementation:
-
Design and document technical solutions that meet business needs and align to technical feasibility.
-
Evaluate solution options using data-driven methods, recommending optimal technical approaches to overcome challenges.
-
Participate in the implementation and testing of solutions.
-
Ensure requirements are fully tested by developing and documenting test cases in collaboration with business stakeholders.

Manage and track changes to requirements throughout the project lifecycle.
-
Participate in relevant workshops where design decisions are made to gain insights into their impact on workflows.

Collaborate with the project team to ensure that design decisions affecting workflows are documented and communicated to other team members, including those in the change and training teams.
Documentation and Reporting:
-
Produce clear, detailed technical specifications, procedural documents, reports, and presentations that clearly communicate findings and recommendations.

Ensure that all project documentation, including business cases and total cost of ownership spreadsheets, are accurately maintained in compliance with organisational standards.

Ensure the governance framework for the portfolio is adhered to, including architecture review, cybersecurity review, Digital governance, and funding approval processes.

Problem Solving and Improvement
-
Proactively identify, analyse, and resolve business and technical problems to continuously improve systems and processes.

Continuously evaluate and improve business processes and systems.
-
Ensure systems are efficient and meet the needs of end-users.

Give input to process improvement initiatives to enhance the initiation of projects.
