About the Integrated Cancer Services

The Integrated Cancer Services (ICS) are Victoria’s cancer service improvement networks. They are partnerships between health services, providers and other cancer sector participants working together to develop, implement and evaluate initiatives that improve the way health services provide care and support to people affected by cancer. There are eight geographical ICS (three metropolitan and five regional) and one state-wide paediatric ICS. Collectively, they are referred to as VICS. The ICS have an important role in the implementation of key aspects of Victorian Cancer Plan. 

 

The Victorian Integrated Cancer Services (VICS) are funded and supported by the State-wide and Specialist Programs unit within the Department of Health (DH) which manages the State’s cancer reform program and has a critical role in respect of the ICS.  For more information visit https://www2.health.vic.gov.au/about/health-strategies/cancer-care/integrated-cancer-services. About the Opportunity 

The VICS Strategy and Business Manager is responsible for and delivers strategic advice, engagement, good governance practices, performance monitoring, and business support functions to the VICS to promote the implementation of cancer reform and innovation. The VICS Strategy and Business Manager establishes and maintains a state-wide view of the cancer policy and programs, the VICS program, relevant stakeholders, risk management, and VICS policies. The role is responsible for engagement and relationship management with the nine ICS Program Managers / Directors who are responsible for the administration and delivery of the ICS program and the nine ICS Clinical Directors who are responsible for clinical engagement and advice to the ICS program.  

There are currently a range of other VICS state-wide roles that have a remit to lead and support the VICS in specialist areas (for e.g. Communications, Data governance, and the VICS Optimal Care Summits program). All VICS state-wide roles are expected to work collaboratively to support the VICS program of work.  

The Southern Melbourne Integrated Cancer Service (SMICS) is one of nine Victorian Integrated Cancer. The SMICS Director will be responsible for official leave approval and matters relating to operating expenses and business functions that necessitate support/ advocacy/escalation within Monash Health. On a day-to-day basis, the VICS Business and Strategy Manager may report to one of the other VICS Director’s dependent upon the preferences of the candidate for their office-based location and therefore constitute either the same or two different ICS Directors for these distinct functions. 

This is a two year, full time, fixed-term position. 

  

About You  

To ensure your success in this role you will bring the following demonstrated skills, experience and knowledge:  

  • Tertiary qualifications in a health or business- related field 

  • Extensive experience in building trusting and effective relationships with a wide range of stakeholders 

  • Commitment and ability to operate in a respectful, transparent and accountable manner 

  • Commitment to positive team culture, solution focused, and willingness to receive feedback.  

  • Experience in working across organisational boundaries 

  • Experience in managing complex issues using conceptual and analytical skills 

  • Excellent verbal and written communication skills for a range of audiences 

  • Extensive experience in all aspects of program and project monitoring and evaluation  

  • Experience in negotiating, motivating, and influencing stakeholders to effect change in behaviours and practices 

  • Ability to effectively manage competing priorities, and manage time effectively 

  • Experience in program management and quality improvement methodologies and techniques including performance evaluation, cultural change, benefits realisation, data analysis, research, planning and risk management 

  • Demonstrated experience of the health sector as it applies to the VICS remit including understanding of policy, practice, Victoria’s health setting, quality and safety, regional health, regulation and compliance 

  • Demonstrated understanding of governance systems and processes in health services including corporate governance 

  • Experience in supporting the management of budgets and procurement processes including preparation of financial reports. 

  • Proficient computer skills including Microsoft Office Suite. 

  • Ability to deliver high quality professional reports in line with prescribed style and content guidelines. 

Desired:

  • Previous experience in cancer policy and reform.
