About the Service 

The Infant Child and Youth Area Mental Health & Wellbeing Service (ICYAMHWS) is part of Monash Health's Mental Health Program, one of the largest in Victoria, delivering community, bed-based and specialist mental health care across the Casey, Cardinia, Greater Dandenong, Kingston and Monash local government areas; a catchment of close to one million people. The Program includes three adult clinical units, Psychology Services, a Drug & Alcohol service, a Gender Clinic and five Prevention and Recovery Care Services (PARCS), including a dedicated Youth PARCS. Here's what the service is built on:

• Flexible, developmentally responsive mental health care for infants, children, adolescents, youth and their families
• Service-wide protocols and principles of care supporting consistent, integrated treatment across the youth journey
• A dedicated Youth PARCS, alongside strong clinical-operational partnerships across the wider Mental Health Program
• Close collaboration with Discipline Seniors, Program Quality Coordinators and the Infant, Child and Youth Senior Leadership Team

About the Role

As our Community Mental Health Services Manager for Youth Mental Health, you'll provide strategic, clinical and operational leadership for Youth Community Mental Health Services, ensuring the delivery of safe, effective, recovery-oriented, evidence-based and consumer-centred care. Working in partnership with the Operations Manager, Head of Unit, clinical leaders and key stakeholders, you'll be responsible for the planning, development, performance and continuous improvement of community mental health services across the Youth stream. You'll lead service delivery, workforce development, governance, quality improvement and change management, driving integrated models of care and building a high-performing culture that reflects Monash Health's values. With 6 - 10 direct reports and a broad network of internal and external partners, you'll play a pivotal role in shaping outstanding outcomes for young people, families and carers. Key Responsibilities

This is a senior leadership role spanning service delivery, workforce, governance and financial performance. In this role, you will:

• Lead the planning, development, implementation and evaluation of Youth Community Mental Health Services, in consultation with the Operations Manager and Head of Unit
• Provide oversight of human resources, financial, administrative, operational and facility resources for the service
• Lead workforce recruitment, retention, development, mentoring, performance management and leadership development
• Drive service change, quality improvement and evidence-based, recovery-oriented models of care to enhance consumer outcomes
• Ensure compliance with KPIs, accreditation, safety and quality standards, professional standards and legislative obligations
• Manage clinical incidents, complaints and investigations, and escalate significant risks to the Operations Manager and Head of Unit

About You

You're an experienced mental health clinician and leader who's just as comfortable setting strategic direction as getting into the operational detail with your team. You bring genuine warmth and consumer-centred values to your leadership, without losing sight of governance, safety and performance. We'd love to hear from you if:

• You bring strong senior leadership, financial management and change management skills
• You're confident driving service planning, redesign and continuous improvement in a complex, multi-site environment
• You understand the developmental needs of infants, children, adolescents and youth, and champion recovery-oriented, evidence-based practice
• You build genuine, collaborative relationships across clinical, operational and external partners

Qualifications & Mandatory Requirements

To thrive in this role, you'll need to bring the following to the table:

• A current qualification as a Health Professional (Nursing, Occupational Therapy, Speech Pathology, Social Work or Psychology)
• Current registration with AHPRA (practising, no restrictions)
• Eligibility for membership with the appropriate professional association, per Monash Health's professional standards
• Minimum 8 years' clinical experience in a relevant clinical area
• Minimum 5 years' experience as a manager in a relevant clinical area
• For nursing applicants: registration with the Nursing and Midwifery Board of Australia (NMBA) via AHPRA, and a Postgraduate Diploma in Mental Health Nursing (or equivalent specialist psychiatric nursing qualification)

Preferred Experience

While not essential, the following will help you settle in quickly:

• In addition to the above requirements, a postgraduate qualification in Mental Health, Public Health, Health Administration or Business
• Sound knowledge of the National Practice Standards for the Mental Health Workforce 2013
• Experience leading service redesign, quality improvement or change management initiatives in a multidisciplinary setting
